Default picture size (re-scale) in blog

Is it possible that if one of my editors is adding something to the blog section, the image re-scales automatically and that the placement of the images is left or right from the text?

Yes, editors do that unless you configure them not to optimize code

By editors, I meant Authors. I want the picture to be re-sized automatically and the pictures placed left, and the next story on the right.

Is this possible, without any interference of the Author?
