Responsive Behaviour in Hot News Portal

Recently a 'web expert' was asked to review one of my sites and sent back the following:

1. "The responsive menu that enables it's self in the top right corner, when you reduce the screen does not populate your menu."

2. "Some images are over 800 px being used and no media queries in the css to reduce them. Example: home page the image that say "is your organisation at risk" nothing is been done to handle the reduction of the image when you re-size the browser"

We've enabled the responsive setting in the template area of News Portal. Is there something else we need to do to insure that the feature is working properly? The site url is - www.worldwatchplus.com .

1. What did he mean by "when you reduce the screen does not populate your menu"
2. That is ok but it would unacceptable because we would confuse most of our customers using general purphose product like template. Also in some cases we have image as parameter so we would need to triple it and get more confusion and complication.
But it is certainly ok to follow his directions
