allows me to add billing info but not shipping

It allows me to add/edit my billing info but when it comes to add/edit shipping info it doesn't allow me. I included pic below of what it looks like.

Also shouldn't there be something to click to fill in info for you if shipping info is the same as billing?

he had to add VAT with 0%

I tried messing with the configuration now i get error message. I deleted everything and i still get message. When i went in to test payment and then canceled paypal to go back to site i got a message in yellow.

now i dont see the errors but i still cant change shipping info
