Ability to change background color in test site

Hi,

I was surfing your site and in one the pages demo.hotjoomlatemplates.com/test/ i found a cool option to change background color (in upper right corner).

Is that a Joomla extension for sale? Also is it possible to insert backgrounds (.jpg . gif etc) instead of just colors?
