What you refer by language translator?

If you meant on some automatic component like Gtranslate you need to follow their manual. Standard way joomla offers is to install language packs. That will add language to your joomla. You can select for each "thing" what is language it will show on. Also there is language selector module in joomla as standard component you will place some ware so users could select language.

To add module language switcher or to edit existing, navigate to the module manager:

Select Extensions -> Module Manager

Click the 'New' button and click on Language Switcher in the modal popup window. And now you can set up languages you want to have available on your site.
