The CHMOD settings are all 755 and 644. Tech support at 1and1 thinks its a corrupted file. Any other suggestions?

When you use ftp software to copy files that can result in file loss. Try this clear all then upload whole ...hot_start.zip to your hosting.After that uses cpanel file manger to unpack file there that way you will be sure all files are there.
