Shipping Module Problem

After I create new shipment methods in Virtuemart, they do not show up as options for shipping when I go to the choose shipping methods in the front end. The sample shipping method that was preinstalled shows up but that is it? Any suggestions?

Also... I have just found if I leave the countries selection blank, the shipping method will show up. So... am I to leave the shipping configuration column that says countries blank?

If you connect it to countries then it will check customer country, if you leave blank it means it applies to all countries.
