Also, I tried it with the default table prefix that was pre-populated, which was "e7z.."something, and also with the prefix previously used with 1.6 hotstart, which was "wa89g_".

Same problem with the Joomla 1.7.3 standard package.

Does your mySql works normally - check that using MySQL console.
Then is everything is ok, re-installing is next thing to do, remove MySQL,PhP... .Then use Microsoft Web Platform to install joomla that will also install MySQL,php and configure them for IIS.
Next thing got to to IIS and change directory path of that installed joomla with hot start folder.
