Top Menu sub-menu items not displaying

Hi,
I am building a site with this template and on the Home page the Top Menu works fine. But on all other pages the menu only drops down the first time that you pass over it with your mouse, if you move your mouse away and come back to the same menu item the sub items will not drop down.
I have tried with IE9 and Chrome.

You need to turn off jquery in module mod_je_weather
