1) Will I experience problems with this template using a IIS7 server?
2) Can I develop the site on a local server (wamp) and use kickstart (akeeba) to transfer it to the hosting service later?
3) Will the template be auto up datable to Joomla 3.2 or 3.5 at a later time without extensive support?
4) Does the template accommodate a "custom.css"

1. I personally use IIS, problem can be mail function , it is sometimes hard to make it work but that is related to joomla itself - better to say PHP not our templates.
2. Probably we don't use akeeba, all you need is to copy files, export DB and import it on your server and edit configuration.php for DB, temp and log folder parameters
3. Yes it is updatable
4. It is called template_css.css also you have layout.css eater will work
