Installed on temporary URL - Admin access broken?

Well I dont know what you have ask root site administrator. It looks like drupal i think there is setting to tell it not to process urls like that. Or in other casses it sould be .htaccess rule

What do you mean by root site?

This temporary URL is setup on stand alone cpanel account. There is absolutely no Drupal. It was a fresh cpanel install before I installed your template with Joomla.

Then it's default site form hosting. That is more question for your hosting provider, maybe just renaming
/~cathad to /cathad could help
