Toolbar in admin not available after upgrade

Hi,
after upgrading joomla to the last version 3.1.5 the usual toolbar in admin (save, save&close,... close) is not available when editing menu items, modules, template options,... but it shows up when editing articles after scrolling down the page.

I just realized that this ofcourse has nothing to with the template !!!
It is the problem with cache, especially in chrome:
docs.joomla.org/J3.1:Toolbar_buttons_missing_after_upgrade
