Yes, you can install the Sparky Page Builder with any Joomla template. However, all the content of Joomla articles must be re-created. When you edit any content that's not created with the Sparky Page Builder, you will see just the HTML code.
If you decide not to use it, you can simply uninstall it. It will not break anything.
