Mobile view, row width issue

Is there a way to make the logo row and video row full width in mobile view when responsive behaviour is disabled?

Also, with responsive enabled, some of our pages will not fit to mobile size, like our j calendar page and contact us page (see below) so we need those rows to be full width with responsive enabled too.

Open index.php of template and place this meta tag at start of head section:
