I can see the file date has been updated but I see no change in the screen. The drop-down box is still missing.

Seems the problem is with browser type and this specific template/hotstart contents.
Using FireFox 40x it does not work. Using IE11x it works on one PC (the one with FireFox) but not on another PC. Could this be a Java version problem although I believe both use same version?
However even with it showing as "Dropdown" I am unable to view the site properly on a tablet/phone where the pixel width is less than 920 as set in the template.
Installing Sparky (hotstart) works fine but I can see no difference in settings.

P.S. I had already emptied the cache both in browser and Joomla.

you have multiple jQuery declarations, please disable jQuery in module hero carousel.

I don't have a "hero Carousel"? The Front Page Carousel I have already has jQuery disabled.
